Phil is a recognized subject matter expert and thought leader in foreign defense acquisitions, with Department of Defense recognition for leading complex security, risk, and technology-protection programs. He is widely known for shaping U.S. national security policy and for building multi-domain security and risk frameworks for government, aerospace, and defense organizations operating under FOCI mitigation.
He previously served as Vice President, Chief Security Officer, and Deputy Risk Officer at Maxar Technologies, where he oversaw multiple FOCI mitigation agreements, secured facility clearances, and led U.S. Government negotiations enabling multibillion dollar acquisitions and the domestication of foreign businesses.
Phil also served as an industry representative on the National Industrial Security Program Policy Advisory Committee and was routinely engaged by senior leaders within OUSD(I) and the Defense Counterintelligence and Security Agency on critical national security matters.
